Leo, inasomekana kwenye Daily News kuwa serikali haina uwezo ya kutangaza Katiba ya Jamhuri ya Muungano wa Tanzania kwa wananchi.

We have to make people understand the importance of the constitution before we can think about making it available to everyone for free,” said Dr Nagu in response to Dr Festus Limbu (Magu Urban-CCM), who had earlier suggested that the document be distributed freely to all government institutions and non-governmental organisations (NGOs) all over the country.

Baada ya kutafakari kidogo, nilipata Katiba hapa, nilisoma yafuatayo:

8.-(1) Jamhuri ya Muungano wa Tanzania ni Nchi inayofuata
misingi ya demokrasia na haki ya kijamii, na kwa hiyo –
(a) wananchi ndio msingi wa mamlaka yote, na Serikali
itapata madaraka na mamlaka yake yote kutoka kwa
wananchi kwa mujibu wa Katiba hii;
(b) lengo kuu la serikali litakuwa ni ustawi wa wananchi;
(c) Serikali itawajibika kwa wananchi;
(d) wananchi watashiriki katika shughuli za Serikali yao
kwa mujibu wa masharti ya Katiba hii.

Je, wananchi wafahamishwe umuhimu wa Katiba kabla ya kusoma? Je, wananchi ni msingi wa mamlaka wote bila kusoma Katiba?

Mambo ya uwajibikaji hayana mwisho. Watanzania pale Uingereza, abiria wa basi huko Mikumi wote wanaomba uwajibikaji. Sasa wafadhili kutoka nje, wanataka kuwasaidia vyombo vya habari kuomba uwajibikaji. Mambo kibao yatakuwepo – mafunzo, skolashipu, exchange visits na misaada.

Serikali za Uswisi, Ireland, UK, Denmark, Netherlands na Canada wameamua kuandaa Tanzania Media Fund (haina jina la kiswahili). Mfumo huu unategemea kuanza rasmi baada ya miezi kadhaa. Utakuwa na lengo hili:

The overall objective of the programme is to increase the quantity of quality public (PJ) and investigative (IJ) products that better inform the public, contribute to debate and thereby increase public demand for greater accountability across Tanzania

Terms of Reference kwa shirika italoendesha mfumo huu ziko hapa, bonyeza tu. Maelezo zaidi yanapatikana huku na huko.

Kwa ufupi, Tanzania Media Fund itatoa msaada kwa namna tatu: mafunzo kwa waandishi wa habari; kufadhili uandishi wa uchunguzi, au ‘investigative journalism’ na kuandaa Legal Defence Fund

Kwa upande wa mafunzo, sina tatizo – ni muhimu, yanahitajika.

Lakini kwa kufadhili uandishi wa uchunguzi, nina wasiwasi. Swali la kwanza: je, miaka ya hivi karibuni, kiasi cha uandishi wa aina hii umepungua au umeongezeka?

Kwa uzoefu wangu, kwa takriban miaka kumi, uandishi wa uchunguzi umeongezeka bila shaka (kama gini co-efficient, lakini hili ni suala lingine).

Nitoe mifano michache ya mwaka huu:

  • Ujenzi wa Benki Kuu Ya Tanzania (Mwananchi)
  • Commercial Debt Scandal ya Benki Kuu ya Tanzania (kwanza kwenye Mwananchi, na jana kwenye Daily News)

  • Biashara ya Rais Mkapa alipokuwa Ikulu (This Day/Kulikoni)

Miaka kumi iliyopita, usingesoma habari za aina ile. Inaonyesha kwamba vyombo vya habari vya Tanzania vinakua, vinaendelea na uandishi wa aina hii, bila kusaidiwa na wafadhili kutoka nje.

Terms of Reference zinaeleza kuwa wafadhili wanategemea kuona:

At least x no. of individuals and x no. of agencies funded annually to carry out pieces of journalism resulting in a minimum of x no. of investigative and pubic journalism pieces published and broadcast.

Tufikirie mradi huu zaidi…. Mwandishi wa habari mmoja akitaka kuchunguza skendo fulani, itabidi aandike proposal ya kuomba fedha. Ataituma kwa Tanzania Media Fund. Maafisa wao wataisoma, wataipeleka kwa ‘Steering Committee’. Watakubali au hawatakubali. Je, ukitaka kuchunguza suala la kigogo fulani na shughuli zake, utasambaza hapa na pale kwa namna hii?

Je, akisikia kuwa kuna skendo inayohusu wafadhili, atachunguza? Au, atakataa kwa sababu anawategemea kwa mafunzo na msaada?

Swali la mwisho: je, vyombo vya habari vya Tanzania vitegemee wafidhili kutoka Ulaya?

Ukitaka kufikiria zaidi mambo ya uandishi wa uchunguzi, soma hii, inayohusu ukosefu wa uandishi wa aina hii China. Ukisoma uandishi wa mwaka jana wa Ndesanjo Macha, utatafakari zaidi.

Juu nimeandika ‘Gini’, siyo ‘Jini’. Suala la leo ni mambo ya uchumi, siyo uchawi. Lakini wengi wanasema kuwa uchumi ni aina moja ya uchawi… Basi, tuendelee.

Gini Coefficient ni jinsi moja ya kupima utofauti wa mapato ya watu. Kama Gini co-efficient ni 1, kuna utofauti sana kati ya walala hoi na matajiri. Kama ni 0, mapato ni sawasawa kabisa. Gini co-efficient ya Tanzania, imeongezeka kutoka 0.34 mwaka 1991 mpaka 0.35 mwaka 2001. Inaonyesha kuwa utofauti wa mapato haujabadilika sana, lakini uliongezeka taratibu.

Nadhani kuwa tangu 2001 gini co-efficient imeongezeka tena. Mambo yanabadilika sana siku hizi, hasa mijini. Magari aina ya shangingi, majumba ya dhahabu, BANG! Magazine….. Bila shaka utofauti wa mapato utaongezeka wakati soko huru linakua. Wasomaji wa taarifa mbalimbali kutoka katika mkutano wa TED pale Arusha hivi karibuni, watajua kuwa wengi wanadhani kuwa siri ya maendeleo yetu ni ujasiriamali. Hata mimi nakubali… nadhani.

Swali langu ni hili: je, utofauti wa mapato ni kitu kizuri au kibaya? Mimi sijui jibu. Ukisoma EastSouthWestNorth, utapata maoni mawili tofauti kuhusu suala hili pale Hong Kong, ambapo Gini co-efficient imeongezeka hivi karibuni. Asante kwa EastSouthWestNorth kwa kutafsiri kutoka kichina kwenda kiingereza taarifa hizi za magazeti ya Hong Kong.

Inawezekana kuandika barua, kama wadau pale Uingereza….. pia, vitendo mbadala vinawezekana….

How can people demand accountability of their government? How will the internet affect this? Will the internet allow the diaspora to become actively involved in decision making in Tanzania? These are questions indirectly raised by this open letter to President Jakaya Kikwete posted by Issa Michuzi yesterday. It concerns the granting of sole rights of vehicle inspection by the Tanzania Bureau of Standards to a company in the UK for vehicles being exported to Tanzania.

The letter appears to have originated from the Tanzanian community in the UK. Naturally enough, it makes its plea in the framework of policies and procedures of the Tanzanian government. Basi, nimeanza sasa. Sijui kama blogu hii itaendelea kwa kiingereza au kiswahili, lakini lazima nianze sasa.

Nianze kwa vyombo vya habari, hasa udaku. Kusoma udaku ni moja ya “guilty pleasures” zangu. Na wewe, je? Zinachekesha, zinashtua na maajabu yao.
